Empanelment of Vocational Trainers & Assessors in Construction & Allied Manufacturing Industry

The Government is now focusing and emphasizing on the mission of skilling the nation during next five years. This will create a limitless demand for personnel who are capable of performing the job of a trainer. The attributes of a good trainer are not limited to his knowledge and prowess, but need to be supplemented with adequate field training in his/her trade to enable him to impart skills, which are a combination of knowledge, thinking and doing.

Construction Industry Development Council (CIDC), the apex organization established by the Planning Commission, Government of India and Construction Industry, the largest human resource development institution, invites applications from experienced and interested individuals to function as CIDC Accredited Trainers/Assessors to train / assess trade trainees in construction sector in various construction trades.

The Industry
With the current Government focus on inclusive growth of the economy, the infrastructure and Construction sector is poised for growth, and will thus fuel the demand for skilled workers. The availability of certified skilled workers would thus greatly reduce the shortage currently being experienced in this industry. Major government agencies like the CPWD and MES who are involved in Construction have mandated that 20% of the work-force employed by their Contractors must be certified skilled workers. They have also included this clause in their tender documents. The industry is also becoming more and more aware of the need for certified workers.

Need for Certification
The Construction Industry traditionally has been employing workers who gained their skills through work and experience but without any kind of formal training. CIDC has endeavored to correct this through the process of formal training and certification at its training centres located pan India. The Council also has a process in place where workers who have gained their skills through the traditional and non-formal process are assessed and certified. The certification eliminates the subjectivity involved in the process of selection of workers and also enables the worker to negotiate for a better wage for his work. The formal process of training and certification helps workers improve their productivity whilst reducing wastage.

Capacity Building Programme
The capacity building programme for trainers is a short term modular residential programme. The programme is of 7 - 90 days depending on qualifications and experience.  This aims to equip the trainer with the skills necessary for the delivery of content to the trainees. The programme is designed to cover the general aspects of training like class/ student management, teaching & assessing, soft skills/ personality development, center management, counseling and intake processes, extracurricular activities, post training management, need for practicals, planning of practicals,  use of audio/video support during content delivery etc. It also contains trade specific modules that explain the basics and also expose the trainer to the latest equipment’s available and used for the trade. It also guides the trainer on methods which can be used to continually upgrade his/her knowledge and skills to stay abreast of the latest developments in this trade. It also has a module on the soft skills required for trainee management.

Assessor
The Assessors would be persons with extensive field experience of not less than 15 years, and would primarily be assigned the task of assessing skilled workers who are desirous of acquiring CIDC certification. The parameters to be tested are their prowess to ensure verification of relevant knowledge linked to safety, quality, productivity, work practices, tools, and knowledge of materials, reading and writing, linear measurements, unit conversion, area/volume, calculation, and psychometrics of the assessed individuals. They will need to be physically fit and willing to travel to various locations if so required.

Trainer

The role of the trainer would be to provide supplemental training to skilled workers who participate in various skill up-gradation programmes conducted by CIDC. The trainers would inculcate the knowledge of safety, quality, productivity, work practices, tools, knowledge of materials, reading and writing, linear measurements, unit conversion, area/volume, calculation, and psychometrics These programmes can be conducted at CIDC centres or at various construction sites as “on Site” programmes. The trainers will need to be physically fit and willing to travel if necessary. They must also be prepared to stay at construction sites for the duration of any “on site” training programme they may be assigned to.

Essential Qualifications
The details of the minimum educational qualifications, work experience, duration of orientation training, and fees towards cost of training, testing, and practicum are as follows

All Fees are to be paid in advance at the time of admission to the training programme
**Service Tax shall be charged extra as applicable at the time of admission to the training programme.
Current Rate is 12.36%
The above mentioned fees is inclusive of Boarding and lodging at the CIDC Training centre for the duration of training.

Validity
The certificate shall have a validity of Three years after which it will need to be renewed through re-examination.

Engagement and Remuneration
The selected candidates would be engaged on “Per Diem basis”. The engagement would normally be at locations closest to their home town/base town, or as maybe necessary and would be dependent on contingent needs. CIDC does not make any assurance on the number of days of engagement in any given month.
The remuneration for the trainers and assessors will vary depending on qualifications and experience be in the range of Rs 1000/- to Rs 3000/- per day (inclusive of Taxes & Conveyance & other expenses which may be incurred by the Trainer/Assessor). Travel away from base town is possible, in which case CIDC would provide for travel costs as per applicable class. The empanelled experts shall be offered opportunities in their home state or elsewhere, based in the exigencies & shall be professionals with hands on knowledge in different trades and also have the benefit to serve the partner institutes of CIDCor other training institutions.
