Theme Note :: Outline Plan and approach for preparation of the report on the trend and progress of Housing in India for National Housing Bank.
Preamble
The housing Industry in India is passing through an interesting phase. Last seven years have witnessed several radical changes both at the regulatory level and also at Industry level. The qualitative and quantitative requirements are being articulated keeping in view the perceptions of the customer at large, and housing is now being perceived as an essential commodity, value of which is evaluated in conjunction with the efficacy of the civic Infrastructure.
There are several factors, therefore, which establish the ground rules, which govern the trends which are emerging, to shape up the housing Industry.
With the changing parameters and the end conditions, it is essential that a critical review of the factors governing this Industry be made, this evaluation in the present day context and with inter and overlapping influences of other parameters be done, to create a simulated picture of the Universe of influence in question.
Incremental logistics, too new to be studied to detail the forecasts affecting the well being of this Industry for mid course correction of the business strategies and also to modify the regulatory and systemic issues.

Action Plan
In order to achieve a workable template the first action would be to evolve a model for generic analysis, comprising of subsidiary matrices, leading to formation of the main analytical frame.
Data Collection from the key City/Metro location would need to be done employing suitable sampling and collection techniques. To have a wider and effective Universe, it is proposed to include all the Metro Cities and other major Cities/Towns with population exceeding 1.0 million.
Inclusion of Rural housing, albeit in a distinct universe to be synthesized with the main Urban frame would be essential for a true picture and keeping in view the largeness of the Universe, random sampling and analytical approach would be adopted, synthesizing with appropriate moderators.

The results of this study would be beneficial to all concerned, may they be the Government Institutions, Constituents of Housing Industry etc. and shall pave the way for better understanding of this complex Industry.
